If we assume there are just 2 great nobles that’s another 8 million soldiers Soo 11 million in the empire atleast. So his „small“ empire needs 1 billion citizens for there to still be 1% conscription.

So all nobles together get „only“ 50% of the taxes I actually feel that’s not that high. Like if they actually handle taking care of towns etc that’s a little low I guess even
