She can only do normal level ups; if it is a sub-cycle/cycle level, then she can't. The reason is given in the novel: the increase in stats per level up is not as large compared to her overall stats.

There might be a conspiracy in the background to make the Celestial Lotus Empire weaker by not making them join wars. In a world were wars are a source of strength, not going to war is the same as falling behind in progress.
