I don't exactly know what you don't understand, so I'll try to resume First, you have Paul's point of view. Basically, what he's saying is: Nirl's lives> his village's lives.
Loyalty was a great asset, although anything related to slavery and its laws made him a little upset. But it's not like those laws would be enforced here. Eva was a church-woman who take care of him, and who he considers to be his mother. Sadly, she suicides herself after she wasn't able to save a child.
