Eventually yes but you shouldn't expect a killing spree anytime soon he's obviously not strong enough to take on the Justice League yet so he wouldn't bother drawing the attention. Also killing randomly doesn't really benefit anyone.

Yes rings can do telepathy with users and other people but I don't think its automatic. He'd have to tell it that. When he's able to use the ring a more freely it'll definitely not be an issue.
