If he is not a leadership type then why make him a true alpha ? You could go for a special type of werewolf like a really strong beta or something. Anyway I still say make him part of Scott's pack but don't make him his lackey so that he can change things and not be just a character who is there but change nothing to the story like in many teen wolf fanfic. Finally maybe change the title of the story as it does not fit your character.

It would be cool if you added more scientific accomplishments for Raj. Making him more reknown in the astronomy field.
