Well because the story already start more than hundred of years before issei plot so i think you must think about yokai that not exist anymore in kyoto, then i think you should make a base or representative office of NOX in the earth. Then arrange story before the issei plot like what nox do when old and new demon faction fight each other then when bible god seal the trihexa what nox do, then make side story or different pov of citizen in nox. Well this is just my opinion so dont think too much about it because i can also wrong. Btw thanks for the chapter

Well i think still to early too jugde that because this is author real first chapter and i think author will show more pov of citizen and another fraction so we can learn what happened from after war ended. The plot i think will be more and more advanced in more chapter that will come.
