If anyone takes the comm then he is effectively defenseless so why not upgrade to ensure consistent access to the system and inventory(aka pistol)!

If she is a genius then she should know piracy as a monetary policy is not sustainable. Either all trade is going to stop eventually, someone will find out the truth ending with her in jail/civil war/execution/foreign invasion, or other nations will raise such a large war fleet to fight the "pirates" that if she tried anything it would be suicidal and thus choke the life out of her "little business plan".
