It's not that he's personally racist, it's that he wants his nation to be racist. A nation with one homogeneous race and culture is very easy to rule. A diverse nation of multiple races and culture can cause ethnic tensions, especially in bad times. There are countless demagogues and foreign agents who could play the groups against one another, destabilizing the nation. That said, a major drawback of homogeneous nations is a lack of innovations since there's no infusion of new talent and ideas. But Berengar himself made up for that weakness. Other nations would not be so fortunate.
