I got a theory that it’s rare but not as rare as it seems because to know someone has it they first need it, then they need to be born into Konoha, then they need to have high amounts of chakra, then they need to be talented enough that they get offered the technique. So all these combos are probably what make it look like a 1 in a million affinity or something

Mc sealing himself Is PEAK… keep him sealed and when he finally escapes make it seem like he’s being controlled by the rinne sharingan for true peak before he fights back against it
