To be honest, that is a very good claim. Even if it's not confirmed, since Midoriya did give Bakugo One For All during the movie, since One For All willingly came back to Midoriya it might be that Bakugo did not have it for a long enough time to have his quirk inside of One For All. In a different case it can be that since One For All declined staying with Bakugo and went back to Midoriya it can come to One for all still having only six quirks instead of it adding Bakugo's power.
(A/N: Before I get this story started I just wanted to say. Daiki has been training with Deku that past month after he got his exam results and for now he can only use One For All at 5% and he can do the uhm lightning surrounding his body thing...Oh right Deku calls it full cowling. Since One For All is a stock pile quirk and a quirk that can be passed down when ever OFA get's passed down that new user get's the quirks from the previous holders if they HAD a quirk.

He had some scar on the top left side of his forehead. The woman had some sort of bamboo thing in her mouth, her hair was a lighter brown on the ends. As he continued to smile at me, I felt... Better. The warm feeling the man's smile gave me made me feel as if everything was alright.

I'm really wondering if Deku's gonna lose One For All by fighting shiggy like Allmight did fighting All For One. But i'm really excited to see the league of villians action team remade.
