That's not how that works but alright. Shukaku as said has one tail. Whenever you add a tail, you add a Shukaku amount of strength to the beast. One tail Naruto = 100% Gara chakra-wise. 100% Naruto is 9x stronger than Gara chakra-wise.

Naruto saw no way to dodge them all and went through a few hand seals "Doton - Doryuuheki (Earth Wall)" – Naruto said and an earth rose from the ground blocking the senbon.
