Yes and bo. The tip of the lightning bolt indeed goes 270,000 mph, but the following lightning (which nomlonger needs to establish a path), goes over 186,000,000 mph, or about a third the speed of light. So electrins in lightning can go that fast, but lighting bolts themselves do not.
