actually 5% is only 1/20. same odds as rolling a specific number on a d20 (a 20 sided die), and since natural 20s and natural ones are nor that uncommon in games like D&D, him getting that skill isnt that unlikely, more that the skill absorption just has waaaaayyyyy too high of a chance to trigger if balance is desired, but given the guaranteed stat absorption, balance was clearly not taken into account during game design.
