but he is 8 years old not as strong as his 13 year old counter part. if Danzo can defeat him but Danzo is still scared of Hiruzen when he is super old then why is he comparable to a kage. Shusui is a genius but he does not have time to grow if he does not have his Sharingan then his strength would be low to mid Jonin while if he has his Sharingan he will be considerably stronger but he was still defeated by Danzo. all I'm saying is he is not strong enough to deal with future enemies like orochimaru, Itachi, pain, Sasuke, Obito, and Madara.

the only difference between all of them is new abilities which beelzibuth has all of them combined. with beelzibuth you could absorb the skills and other stuff and grant skills to your subordinates which predator only has the absorbing part which is enough already. And Koji is an introvert he could not socialize and when he socialize is when he knows them and there personality. So he could not use the ability food chain very well.
