Well, one of the objectives is beating the general, upgrading can be done at the moment as it requires a bunch of damage which he will deal to the boss, and he has to explore the area 100% and he can't do that if he doesn't beat the boss as it is occupying an area he hasn't been and needs to explore. So the three aren't linked out of necessity but convince, and two will be completed just by killing the boss as there is a minimum amount of damage needed, which happens to meet the staffs requirement.
