I am not a fan of people reducing everything to bullying. Bullying can be insults and maybe some physical attacks. The level of what is happening to Izuku is straight up abuse and assault

“identify the nature of (an illness or other problem) by examination of the symptoms.” The definition of diagnose and in this context the problem would be Izuku’s lack of a quirk which children normally develop one at that age in world which he identifies the cause being that he can’t develop one because he is quirkless.

I would argue it does grant that level of control but it is not possible to achieve the best results without the six eyes
