You could also do Katekyo Hitman Reborn? From what I remember the mafia side was extremely varied in strength but anyone with sufficient will could become strong with the Dying Will flames. In the early days it seems to low leveled but quickly ramps up to the point that the lucky ones that get into a familia that focus on the DWF like Vongola can get much stronger.
