That's an interesting take on the matter. Another statement that could also apply would be "Do not act unless you are sure you can bear the consequences of your actions." Nox did not have the urge to kill the king since killing Ivailo brings more harm than good to her. In short, the responsibilities that come with the title are not easy to bear in the slightest, and Nox simply didn't' want such a burden, and Ivailo was not a threat to her loved ones, so she let him be. As for addressing the council, who can say for sure what consequences or lack of, in that matter, will crop up. Also, the Dark Valkyrie is a title awarded for Nox's battle prowess, which will make sense later on.
