And that still not really answer the question, did he want this to happen for the deal whit the city? did he want to creat doctor oc for a reson? its not like this happened in another part of the world and he dint have control or he was gona lose something by intervening, but the thing is that the doctor oc literally work for him, he could have deleyed the event, he could have told him to fix the proble or give the fix lady oc was working on harry has to much power and control on that situation and this just feels like a pretty big plot hole that culd have been fixed whit a few words going about why he let it happen or how he made it not happen. Can at least you answer why he let it happen?
