Actually even in boruto this was shown. The only reason peace last is because naruto and sasuke individually can defeat the whole shinobi world easily. That is why when Naruto lost kurama, they were quick to basically order konoha to surrender boruto for them to kill. It was only when konoha flex their power did they stop.
