that what I meant to put it simple cents could be a standardized value of copper. like it could represent a particular fixed weight.

yes. when they say one real of silver or one real of gold they are talking about a specific weight. one tael is about 50grams

cents could be the value and coins could be the currency. like dollar/cent and notes and coins(nickel/ quater)

it's basically two free meals a week. + If someone eats more than one portion and the discount is applied on the whole, i believe it will be more beneficial than a single free meal.
