as someone who has read countless fanfics I have to say that this singular authors note might be the worst one I have ever laid my eyes on. it fallows a weirdly written paragraph above that came out of absolutely nowhere and tries to placate the reader by giving the most useless information. the author is obviously smart enough to know the paragraph above came out of nowhere but this is maybe the worst way to handle the problam.

Its just some good worldbuilding. A little part about the outside world wont take away anything.
