to be fair what Minato has been doing so far aligns well with his goals. His is just more extreme. All his actions roots is 'make Konoha better'.

If you do remember the author did mention this matter and stated that in this novel instead of the waste energy per technique being 0 its the usage per technique is basically zero. So his chakra isn't limitless but it can be used an infinite amount of times But you are right about Gojo's CE usage in jjk. His waste is zero.

Also when the canyon is blown up Kumo wont be able to salvage the channel in a short amount of time since to have successfully done a decent amount of damage at least 500 meter of so of the channel must be destroyed and depending on the depth of the canyon it may take a large amount of ninjas using earth release to repair the damage and make the channel operational which just isn't plausible in war time since there is basically no free ninjas in the village and the ninjas in the front line cant be decreased significantly.

Well this may be due to there being 3 seal masters in konoha plus years of of allience with the Uzumaki clan. They should have many, many times the storage scrolls than the other villages with the avg quality being higher too. So they can maybe designate a large amount of storage scrolls for supply transport for the borders when there isn't war because in war the supplies needed multiply numerous times. For other villages with less storage scrolls it may be necessary to use wagons and charts to transport supplies so there is less back and forts (as if they just increase the amount of back and forts done by the ninjas it increases the chances of getting attacked). So scroll is good if there is no war but if there is war the supplies that need transport far exceed the amount storage scrolls that can be used.

He does have a massive amount of CE but there are people with more such as Yuta and Sukuna. His high capacity plus perfect efficincy makes him have a very good stamina
After all, Okkotsu said that Satoru's curse power will not be exhausted, and he can open several domains a day, which is enough to explain that it should be the first situation, and I also prefer the first one.
