Chakra, at least for ninjas under the kage level, can only accelerate how fast you heal. The only methods I can think about for staying alive during 15 days of bloodloss is: cutting off the wounded area, seal off the wound completely so it can't leak anymore blood, a constant use of medical ninjutsu or blood transfusions during those 15 days (lifespan decreases), being immortal (Hidan), producing enough blood to counter bloodloss (Kakuzu), not requiring blood (Zetsu), being a jinchuriki and possibly possesing a better quality chakra so that you can eliminate the chakra feeding the bloodloss technique.

That's a possibility but many of the strong ninjas focused on one branch of ninja skills. Naruto is just an extreme case of this that turned out well. Although most kage have very good basics and are still great in sectors that aren't their main ability.
