It's a different world so his wound transfer is gone (it was a development ability) And I think the heal staff was always able to regrow limbs, because as far as I can remember he hasn't used the arm removal method since the beginning 300 chapters, and during that time the cost of a heal staff would have been a little outside of his budget.
