to force everyone to sign a contract without reason would be paranoia and the move of a dictator. Atticus is forceful in his leadership, but is not a dictator. He has earned the respect of his faction through his power and actions, to force them all into a contract without a real reason would just be undoing his work and going against his character.
it makes perfect sense to stay silent. the other option is to make a fuss and give the enemy the satisfaction of knowing how much they have managed to get under his skin. if he indiscriminately targeted everyone without knowing the real enemy, then he would just be making more enemy. doesn't matter if he is the strongest if he becomes a true outcast with most of humanity holding a grudge against him.
... odd interpretation when he has taken the precautions he can. leaders and non leaders are in different areas, so outside of informing them of the dangers, what could he possibly do without knowing who is actually pulling the strings. now that they are targeting someone already under a contract to not harm the faction, they won't be able to quiet the person (at least using that method) and he will have a concrete reason to interrupt his daily schedule to nip it in the bud.
to be fair, Lith wasn't this bad. he just didn't care about people with no relation to him while Jirni is literally thinking of sacrificing the lover of one of her daughters. Their thinking is actually miles apart. Jirni is very much an extreme example of the ends justify the means, while Lith will draw a line at touching those near him, even when he was younger.

I suggest re reading the arc where Felix has void powers. In this novel, void is not part of nothingness. void is a type of energy that basically converts everything else into void. destruction erases the target. in a direct clash, destruction energy would just erase void energy, which is why it is rated higher. there is also the practicality difference. destruction can erase concepts such as gravity, which void can't.

Wonder about all the changes this brings. Maybe now that his dragon side is combined he will actually have dragon eyes, even if that isn't the case since his dragon side was much better at magic, along with Lith being in control of dread magic (or something similar but with less self harm) as it would seem, he may make leaps and bounds in advancing void magic.I am also curious what his personality will be like and the reactions of others to it. I'd frankly be kind of freaked out if I knew Lith for years, and he suddenly started to smile for real along with his resting scowl face disappearing abruptly.
