exactly my point. what changed was the Sharingan. the Rinnegan is the final stage for the Sharingan. They're all diluted versions from the RinneSharingan Kaguya had from the Chakra fruit.

uh no. rinnegan is the final form of the sharingan, regardless of if he got it with hashiramas help or not. can't forget Sasuke got rinnegan without hashirama involved.

I believe you're looking at this narrowly. He has already given free will and he knows the end results. He didn't choose for things to play out a certain way and stay behind the scenes manipulating threads of fate. He watches, observes to stop people from believing the actions they took is because of 'the very first action' that was taken. What you're saying is basically no matter what choice he makes, you're still being controlled and a being without free will.
