bro the initial amount needed for Rasengan and Chidori is similar.. while chidori is inefficient with its chakra cost, rasengan just need that starting chakra. Kakashi can only use Chidori 4 times a day, so its safe to assume he can only use rasengan 6 times a day (even if he isn't used to the jutsu and wastes chakra on it). Only person we have seen use Rasengan who wasn't already strong or had a bloodline advantage is Konohamaru against pain, but he was also capable of making shadow clones so i don't think his reserves were below upper chunin level.
