Hiraishin doesn't take too much Chakra though. It's more fuinjutsu than ninjutsu in the first place so the Chakra is often wasted on making the seal or teleporting to the seal. Minato could spam it because he already has the seal made and all he does is spam teleport which again doesn't cost as much.
