I think appearing during the Riser Vs. Rias rating game would be optimal if you’re looking to implant yourself into the canon because a majority of forces will be watching the event but another option to make it easier on yourself is to go during the devil civil war. God will be (captured?)dead and the devils are in battle, it’ll make it easier story wise for Grafia/Ophis/Serfall paring because you’ll come in during their war and can assist them in solidifying the new satan power base while not having to deal with Grafia and Sirzech already being a couple
