even if they didn't kids can still hear people disgrace naruto either to his face while he us shopping ir behind his back in their homes or when they see them then there's also the fact that the adults tell their kids that naruto is evil and to stay away

my thought process is that Danzo used his spies to distort the truth and by the time hiruzen realized he thought naruto wouldn't forgive him or even come to hate the village or something like that so he started to do his best to stop it but becuase danzo and the council nevermind the countless piles of paperwork had a hard time to do so
