Humans have limits and ability books only give you access to methods in which to cultivate that ability to allow for access to more mc cells. If your natural body cannot handle the power to cultivate more cells then you have reached your limit. Much like physically working out, some will be able to lift more than others even if they are the same age or race. It's pretty much the luck of the draw if you are able to cultivate your ability to a higher level even if you have the money for a higher level book

I am caught up completely with this book as far as I can get without buying privilege chapters. there have been a few writing errors here and there, but that's to be expected, no one is perfect. the world background is amazing throughout all three novels and they all connect so perfectly with each other. The updating is a bit slow for this novel, however it's to be expected from someone who writes so much for MVS. The characters feel very original considering the main character cares a lot for his friends and even the side characters have some great character design. The story developed in a way that does not contradict MDS and MVS. I read all three novels and I am excited to see how this will add to the lore of each novel.
Electronics is a growing corporation in this era of the novels. The Green family have yet to take over so there is little competition and the electronics cooperation Numbas father owns is very popular and has great potential. It was smart of Slith to try and anchor them down in their city, But the biggest problem is that Numbas father would not be able to make his own decisions as a business owner and therefore would not be able to expand at the pace he was before. He was smart not to take that deal, no matter how much money a tier 2 city can offer; it's nothing but nickels and dimes if you can't expand beyond it.
