Peak White beard has feats/statements that'd put him at like multi-continental. And fought for 3 days with Gold D. Current/Death Whitebeard was significantly weaker and would probably be at like mountain level on the low end to maybe small country? He was GREATLY weakened from his prime. But I can't really say which characters. I don't really go into Naruto powerscaling because of how weird it is with all of the hax. But if I were to guess prime WhiteBeard could tend with and beat the Upper Hokages and similar characters but fall from high tiers like Madara. And old Whitebeard is beating some of the lesser Hokages and a lot of the fodder characters fairly easily
