it's more likely D&D rules either he wouldn't know how to use it I.e proficiency or it wouldn't do much of any damage I.e not having the stats/ abilities to make the weapon useful

why do you guys keep saying absolutely everything is overpowered especially this a skill only activated at low health that makes you invincible for five seconds I know at least 5 games that have that and those kind of abilities are usually like D grade
