No, it's the butterfly effect. "In chaos theory, the butterfly effect is the sensitive dependence on initial conditions in which a small change in one state of a deterministic nonlinear system can result in large differences in a later state."[https://en.wikipedia.org/wiki/Butterfly_effect] Essentially, a small change in the initial conditions creates a large change later down the line. This is exactly what is described by the paragraph.
