The amount is correct. Last chapter, she gained [Wise] which multiplies her final WIS by 1.15. While [Wise] is missing in THIS chapter's sheet, 40 * 1.15 turns out to be 46, thus explaining the point difference between the 40 and 46 she gained.

So yes, she could, it just that she wanted to intercept the attack as quickly as she could and thus, used Lightning Armor to the best of its ability.

She could use HP, but it would be much lower than it could be through MP. She didn't USE 100 MP, she used Lightning Armor at its best to increase DEX to her highest. It simply used almost 100 MP in 3 seconds. She used it with ~2000 MP per minute. To get the same result, she would have needed to use 10,000 HP in exchange.

The new person was a woman with her silvery hair pulled up, making it reach only the base of her neck instead of about halfway to her waist. Suki could make out that her eyes, while not looking her in the eye but instead at her feet, were a dark blue. She wore a long, blue scarf that seemed to act like a mask from her nose to the base of her neck and flowed halfway down to the back of her calf. She had a grey top that matched her grey pants. On her left arm she had a kunai holster on her upper arm and from her elbow to the back of her hand, she wore a guard that could be used to block strikes from kunai and weak attacks from blades. On her right arm however, she wore a simple black sleeve down to her wrist that was then wrapped to keep it down with her fingerless glove. She wore blue boots that went about halfway to the knee. Sorry this is so late and you may either not care or already know why but if not, here you go. Until the end of Shippuden, the highest gate Might Gai has ever opened is the 7th gate. This causes the user's chakra to grow so much, that chakra is literally coming out of their skin and creates a blue aura around them from pure chakra. Doing this in some unknown battle, Might Gai was given the title "The Blue Beast of Konoha."

It's an idea I thought about, but the relationship between the Uchihas and the village were strained from Years of isolation. The Uchihas weren't really listening to Hiruzen anymore, causing Danzo to do what he did. Even in this case, Danzo was technically not even the real cause of the massacre, but the distrust of Hiruzen and his three Advisors: Danzo, Homura, and Koharu. While true Homura and Koharu were on Danzo's side, they likely wouldn't change their beliefs about the Uchihas just because Danzo did. But the reason why I wanted him gone, is because of his eyes. They're just too...broken? Either way, it's never stated if anyone could fight it and here's the major thing: It doesn't require eye contact. Danzo used it on Mifune during the Kage Summit while it was still hidden under his bandages. And since it worked on Mifune, someone of Kage class, without him even knowing, it would likely work on Anyone. Anyways, those were my reasons. If they don't work, it's way too late to change it.

I'll straight up say it, she will not be given anything like "She can now blow up the moon with a thought" level of power. If she is given it for some reason, it WILL be temporary at best.
*This was the first power-up I was talking about. While it is true that high emotions UNLOCK the Sharingan, I decided to make it where she experienced so much of the Kyuubi's killing intent that it caused her to see herself die over and over and stressed her body out enough that her body truly believed that she was dying and wanted to live, so, it unlocked it completely. - Xatoh_Rose2yrReplied to CassTheEevee
I will start out that, technically, it is complete reincarnation. However, this was planned to be different from the majority of the reincarnation stories I've read before. Most stories I've read, the MC keeps ALL of their memories from their past lives. Suki will still remember her past life, but she won't remember all of it. By the time she reaches where Naruto actually starts, she'll have an additional 13 years of memories. People will definitely forget things after 13 years. Anyways, that was what I meant by 'slight.'

I originally put her there due to how long she was Kage. While never specified, it mentions that Hiruzen and Kazekage asked if her village would participate in the Chunin exams, before saying that they wouldn't. She's likely had the position for around 4-5 years max by Shippuden so I placed her there. However, looking back at the ranks, she does indeed fit better under War Kage.
