We have two examples where this is false. The first being when Chrollo stole Neon’s Nen ability and was unable to read certain troop members fortunes due to them not having the necessary information, this rule/restriction carrying over from Neon. The second was during Chrollo v Hisoka, the order stamp ability(only able to be used on puppets) was unable to be used on corpses despite Chrollo viewing corpses as puppets. This is stated to be a result of the original owner not viewing corpses as puppets.

Everyone saying he’s more talented is probably wrong, he’s just way more driven. Nen relys heavily on will power and Togashi made it known that he has insane willpower and drive, for example, he locked himself in his room for a week to practice field stripping his weapon. This dedication is what makes him so fast at learning Nen. Though that doesn’t discount his talent.
