Basically, if the person could figure out the secret using the records the North Church left behind, they wouldn’t need it to figure it out because they would already be able to. Basically, the records aren’t enough to come close to the secret of the world of souls. To know the secret you would have to know many other things as if you were alive back then, if you were, you wouldn’t need the records because you would pretty much have firsthand knowledge. Lucian only knows because he learned everything in reverse. He learned of the world of souls first and connected everything backwards through history.

You act like he has the time and/or money to just sit and read all day. Remember, everything cost money. Also, he still has to do the experiments that allow him to connect the knowledge between here and Earth.

Pretty sure. Rhine isn’t apart of the Congress. He’s apart of an adjacent organization that could be considered on the same general power level. The Vampires. It would make the most sense for the Congress to specifically include HUMANS who study and apply magic from the standpoint of scientific theory.
