in Naruto there are powerfull people who are not ninja, example Hagoromo, Kyubi, Kaguya, Mifune
Only a ninja can fight a ninja. This was common sense in the Naruto world. What made Sakura feel awkward was that during Gato's takeover of the Land of Waves, the rogue ninja he hired had undoubtedly played an extremely disgraceful role, contributing crucial force to dismantle the country's defense forces. Rogue ninja were still ninja, and ninja had always been a source of chaos in this world. Sakura didn't know if Tsunami would harbor resentment towards the entire ninja community because of this.

Ne vous demandez pas si loin du groupe," the female voice says as a taller and very pretty girl walks over to the girl, unlike the other female students she wasn't wearing a dress but tight fitting Military style clothes, shiny black shoes, a tight-fitting, and formal looking steel gray jacket with gold epaulettes buttoned up to her neck, her slacks seemed to be ironed and the same color as the jackets, on top of her head, where her golden blond hair was neatly braided and done up into a bun, sat a kepi style hat which, to Harry, looked old and out of date but she seemed to wear it with pride. Along the arms of the Jacket were silver cords twisted and presented as if they had meant something, as to what? Harry couldn't guess, but he doesn't miss how bulky the jacket seemed or the silver vambraces she had hidden under the jacket sleeves.
