Well presumably the duchess knows about forest spirits and sees Li doing not very forest spirity things like being human and farming rather then being in a forest and doing whatever leshens do, however it may just be that the hero, because the duchess seems to really like heroes, that scryed on him had their mind broken by viewing an eldritch elder leshen past the disguise, to the point they couldn't relay the nature of his power so they assumed he was powerful and not to be f*cked with

It's more like in the case of a war breaking out, as the observations of the characters point towards, that if the duchy were to be in a disadvantageous position, retreating to the city that is a jack of all trades but master of none that may be protected by an incredibly powerful being, if only because it would inconvenience it if the main human civilization was wiped out, would be a good move
