no, what this is implying is that it would take at least that long in order for the tigerkin to be even remotely prepared. in this, he is basically iterating that it is too soon (early) for the tigerkin to scheme because he hasn't experienced life as much as 13 has.

I have a feeling that this isn't her, but that elder was, hence the whole "whomever has a connection with this snake shall be our friend." and thus was probably waiting for someone with 13 to arrive, probably knowing of 13 and the type of system he is.
