No, I’m wrong. I think it refers to the ruler of the netherworld. So is she’s saying in the second era, presumably under the Eyeball weilder of the will, the netherworld was transformed from the old demon world to the current netherworld. Previously the wielder of the will governed it directly (?) Or maybe the heavenly dao had no weilder? She said ”no avatars” - not sure what that meant. But we know from how striped dragon interacted with their netherworld clone that the weilder of the will still has full authority over the netherworld, so not sure. But it sounds like the demon empire hopes to use the time when there is no wielder of heavens will to create a small demon world similar to the Black Dragon World’s netherworld. And similar to how the pillars in the black dragon world’s netherworld were important to having some control over it, they plan to use the Xie Wang and the demon god pillars to do it.
I think the Nine Continents Dominator refers to the Wielder of the World’s Will, aka the Heavenly Dao. I’m not sure why he calls the current universe the nine hells world though.

Well… technically? But they were all bad!
The translation is awful, but what happening here is the Heavenly Dao metal sphere (the wielder of the will) - was half dead before and it spawned a corpse of sort. Normally those corpses are among the things locked away by the heavenly dao. But when the metal sphere was half dead its own corpse escaped to the space between small black rooms. This is the “heavenly dao molt ball.” Song and White 2 managed to seal away most of it, while the netherworld Fat Ball got a little bit to make a clone from, which has since been destroyed. White 2 still has the original sealed. He’s saying that since the Heavenly Dao Metal Sphere is now fully dead, another molt ball appeared, and in fact there could be many of them scattered across all the various worlds.

The Fat Ball is the netherworld ruler (who also had a couple of semi-independent clones, all of which gone now). The Heavenly Dao Molt Ball is the undead form of the Heavenly Dao Metal Sphere from the void between worlds. It was implied that when a Wielder of the will of the world dies, they leave behind a corpse of sort that the heavenly Dao suppresses. With the heavenly Dao weakening, it escaped to follow Song. Some of it was captured by the Fat Ball to make a clone, if I recall, but I think that’s dead now. It isn’t clear why the corpse formed before the heavenly Dao died, but maybe these things are fundamentally non-linear. The heavenly metal sphere itself is the current wielder of the world. Song had never really fought it directly, as it should be undefeatable. It tossed him in a small black room once, and he did face the heavenly punishment once. It’s been degrading, and doesn’t really have the initiative to realize Song is involved in the mess that is happening to its backup plan.
