Actually the abuse was pretty obvious so his Mother should've done something. bully victims don't say anything out of fear. which may sound silly but until you face that yourself you can't say anything negative about especially that also depends on the severity and mental health of the victim.

it's pretty smart, I'm sure in any AU other than the original Garp's training would have gotten luffy killed or horribly traumatized. Grap has no right to complain, his short comings came from trying to force a lifestyle on them, instead he should tried an easier way when they were all kids I'm pretty sure subconsciously fear Garp on some level.

it's more of the fact he Straight up denied him and didn't even try to explain those points just told him no and left him on the roof and he's a hypocrite because he was quirkless himself so even if it wasn't as rare in his day he should have known another quirkless wasn't having an easy life. especially just leaving him there on the rooftop he was already emotionally damaged as is grasping to whatever hope he could, especially after being suicide baited. if we look at this from a realistic perspective, Izuku would have a lot of severe anxiety and depression for how he was treated for 10 years of his life.
