Well there is a limit to how much one can control their chakra not to mention natural chakra. Even tsunade doesn't have 100%chakra control so with this wish he can reach 100% in both chakra and faster as well . it's just not instant that's all

Unlike I thought, there is no such thing as Chakra unlocking process. Chakra is our life energy. Without it, the body cannot live. So it is something that we relate as physical + mental energy. Without Chakra body is not alive, so it is essential to control it to a decent degree in order to become a ninja and don't end up dead because of the chakraexhaustion. - Syxen_Sai1yrCommented

That's exactly what his saying he will be 6 years old when he enters the academy while Naruto and others will be 5 years old. since they are clan kids they will join the academy at 5 while since his a civilian he will have to join at 6

Most people confuses the clone jutsu that's thought at the academy and the shadow clone and multiple shadow clone jutsu. It's not the shadow clone jutsu that's required to learn in order to pass the exam it's just a normal clone jutsu which is made of illusions. the shadow clone jutsu is the one that's in the forbidden scroll and the multiple shadow clone is just a variation of shadow clone that is also sealed inside the forbidden scroll.
