nope, as shown by Trelawney during the third book, a prophecy is a very specific state that a true seer enter unvoluntarily and divulge what IS to come while a scry or a glance through any tools outside of the state is used to say what MAY come. Divination was reduced to simply prophecy only because of the movies, but book canon (and thus canon period for magic) indicate that while you will do so much more with the gift, you still can do a lot without.
