mutant powers would be a cool take but it should ramp up to that givr mc a partial power steal ability for killing boss enemies and have him train to control new powers that way they could have diverse powers but not immediately being able to overpower someone

why not new York a huge city and you can do stuff with the gangs and the vault ppl could be descendants of the upper class that had a vault with high society gossip and subterfuge as a experiment or have the person descend from the scientists and have an experiment still ongoing
