She can make a tower. In fact, her tent palace is basically a mage tower. Menadion's tower is different though. It's very likely that nobody but Manadion and her absolute closest friends/family knew about several of these functions. And we know that Menadion didn't teach anyone most of the theory behind her tower. All of these things are Menadion's personal creations, and while Salaark could probably replicate it by delving into the runes that make up the arrays as well as the power core, that's a long-term research project.

Since always? Even if there is theoretically enough food to go around, if it's all in the hands of a few people who aren't willing to share then it's a famine. Think about France just before the revolution? Yes, a lack of plentiful harvests caused food to be lacking, but nobles bought - or outright took - all the food that people were trying to keep for themselves.
Lith killed two balors I believe when he was in Volgrish's lair. Trouble was one of them.

He literally went against orders from the Crown and assaulted the person sent to try and save thousands of people's lives. Were it not for Killian's intervention, he may even have tried to kill Lith. That's exactly the kind of behavior you need to punish. Being in the military is all about doing what is right for the country, not yourself. Varegrave went in opposition of orders for the simple idea that Lith MIGHT have played a small part in his friends death. Since his blunder was so big, setting a large example is actually quite important.

Right after the end of "book 1" and at the start of "book 2" a time skip happened where he had become a bounty hunter. It wasn't elaborated on besides that he only took the contracts that enabled him to kill the target.
There are only like, what, 5 true mages who are able to use light mastery? Including Lith, Scarlett, Faluel and Zedros? It makes sense that nobody else can do it because they simply don't see light magic as a useful tool against abominations who feed on light magic. Scarlett happened to be able to understand light magic to a degree that nobody else did and devised a method to both nullify chaos magic, quasi-dominate, and throw it back at her opponents. I don't think anyone else would have been crazy enough to actually use light magic - a form of magic that most can't utilize as an offensive technique - in combat with an abomination. And I doubt that Scarlett shared too much of this information.
