Really, he just wanted control. Lying about Third Nova's death was an opportunity he couldn't pass on because it would save him the trouble of dealing with other variables. Honestly, this is something a lot of hero novels miss out on. It’s hard to be so powerful you deter crime. Better to have some sociopath in the background willing to take out those who could end the world out of selfishness
