Get your hands on some electronics and electrical books. Loot as many car batteries and deep cycle marine batteries as possible. Loot a bunch of copper wire, inverters, and low-power LED lights. Loot a bunch of solar panels. Solar panels on the roof of the prison, charging the batteries, running the LED lights. Batteries run everything through the night. Having power allows you to charge batteries for walkie-talkies, flash lights, etc. If you have enough power, you can run refrigerators or freezers. Fans for summer. Music systems. Loot a bunch of shade cloth or similar. Cover the ground level of the outer fence with it, so zombies and humans can't see activity easily. Set up fences outside the prison that funnels walkers into certain points. Heavily reinforce the focus points, set up kill boxes. Set up a speaker system a few hundred meters from the prison. If the prison is being swarmed, set off an alarm to draw them away.

I hope he manages to find some exotic military materials for a rainy day. Grenades, grenade launchers, explosives, detonators, sniper rifles, etc.

They'll probably be watching him with the CDC cameras as he gathers all the weapons and ammo. Can he use skill books? Some electronics knowledge would be helpful, to rig batteries and solar panels. And to rig up some walker bait from smoke detectors and such. Did he ever give the handheld gaming console to Glenn? I think he alluded to having one.
