Elaena's suggestion was likely best, but Viserys was sensitive to the need to balance scales and not deny his advisors proposals outright. A wise King was one who listened to others and looked for a way that everyone can be happy.

global empires are only good in beginning, after that is all trouble and mediocrity combine. they don't fall easily because of how over powered there power centres are. but when they finally do fall it's so terrible, that it would be warring states yet again. never make a paradise, always create artificial frictions if there are non. always create some tribalism if society loses its own self decipline because of so called peace.
